Private threads, vBulletin 4

I would like to request the following plugin or similar translated for vBulletin 4.x.x.

We have a forum where private information is being discussed, and therefore it would be very helpful to have a plugin like this, or similar such as private forums.

Preferably, users would be able to whitelist/blacklist people from viewing their threads/subforums and thereby decide who gets to see their posts.

If anyone could help with this, it would be awesome
