I'm looking for a way to either copy or move the Reply To Thread button up to the right of the Reply with Quote. Tried searching but haven't found anything. I'd really like to stop people from just replying to posts with a quote, especially when it come to one that's directly above their post and is a long one to boot.

Well the post footer bar has option "Reply" you can change the text of that to Quick Reply.. it just jumps to reply box.. You could also rename Reply with quote to just Quote.. much easier workaround than redoing the template..
