I'm trying (and failing) to include a custom template - a bit of code for the navbar - in other templates in the same style. How do I configure the template so it can be called in other templates, like {vb:raw navbar} in FORUMHOME?

You need to create a plugin that renders your custom template, then registers the resulting string to the other templates you want to include it in. Here's an article on doing those things: https://vborg.vbsupport.ru/showthread.php?t=228078
