And you installed the /stub directories (which ones and to where?) and modified the settings in AdminCP > Settings > Options > site name/url/etc (please post a screen shot and link to your site)?

You put the stub /forum and /blog directory into public_html/forum? So now you have public_html/forum/forum and public_html/forum/blog ? And what else did you do?
