Categories not showing up as i wold like

I have problems creating categories like you have on this forum

Code:

News And Announcements
vBulletin 4 Discussion
vBulletin 3 Discussion
Community Discussions, etc

If i check "no" on "Act as Forum" it shows up like this

The layout is messed up,
On the main page I want to view: The main categories, The Sub-Categories and the Sub categories on first level of sub categories

Thanks!
