auto tool tip?

Does anyone know of an addon that you can add a list of keywords and they will have tool tips automatically added to them? Similar to when SEO or VB is mentioned in a post and you see a dotted line under it.. when you put your cursor over it, it says "Search Engine Optimization" or vBulletin in a tool tip.
