HWID Self-Registration System

I'm new to Php coding, so just asking, is it possible to create a HWID Self-Registration System that's linked to the forum?

Example i'm selling a tool, and this tool is connected to a database to see if your HWID is registered.

But is it possible to create a system via vBulletin forum accounts to allow users to update their HWID?
