Major Help needed

I am getting this error on REG users only

ssr, you do not have permission to access this page. This could be due to one of several reasons:
1.Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
2.If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.

It seems to be after they change there password via the teset password

I have looked in usergroup permissions and all is ok there

I have tried moveing the peeps to a diff usergroup it seems to be the same error for users resetting there passy

why is this

You could try repairing the vbuser table in Maintenance or Fix broken user profiles

Try disabling your modifications/plugins and see if you still have this problem.
Note: To temporarily disable the plugin system, edit includes/config.php and add this line right under <?php
