Requirements:
Auto refresh when someone posts
Ignore function
Admin silence/ban function
Log function
Notification on threadposts / pm's

vbshoutpro in my opinion as Ellendway said.. though there is still scope for improvement in their mod, but it works great and does have the features you need.
