I don't know if other forums do this or not or how would it benefit me or the users?

I see this option when creating a new forum or editing an existing one

Now I am about to setup a new forum all over again and wanted to get some details regarding this

shall i disable or enable HTML?

what do most forums on the internet have this option set to? and what are the benefits/disadvantages?

It is recommended to disable it. There really isn't any reason to allow your users to post using html.
