I want to disable them completely from the website, so they cannot be used. Is this possible/?

vbulletin options > user profile options > enabled features, uncheck social groups.

Usergroup Manager > edit Usergroup > Calendar Permissions > set all to No.

Do i need to disable social group access from the usergroup manager also?

No, if you turned them completely off, then you don't need to worry about their access permissions.
