Is there a way to change the color or size of the gap between the header and the navbar?

In the image below, I would like give the gap that is circled in yellow a different color but have the color inside the black border where "welcome" is to be the same as it is now. if I cant do that, can I reduce the size to say 0-1 pixels?

Well, I figured out where to change the gap size. but is there a way to change the color inside the gap so it differs from the header?
