How do I Link to a Specific section in an Article?

Hi,

How do I link to a specific section on the same page in an ARTICLE I'm writing, just like how most FAQ articles are. You click on a question and it jumps to that answer further down the same page.

I can create links to another URL, no problem, but can't figure out how to do it for the same page. I tried creating the tags (via Youtube tutorials and other info sites) but those are HTML so not sure it's that works well with vBulletin.
