I'm curious and somewhat tempted to buy the complete vBulletin package and upgrade from vB 3.8 to the newer versions, however, there's one thing I need to know how to do before I order.

If I ordered both the CMS and forum modules, would (and if so; how) would I go about doing the following -
Having the front-page content (so what would typically be news and such), be threads automatically taken from a specified forum. Allowing members who had the permissions to post in that forum to be able to post front-page content.

Please help me with this, once I've got it sorted in my mind and I can go ahead and order
