Title basically says it all, is there a Mod/Edit way of say:

Normal members need 5 posts before posting in Forum X.

This is something you'd usually do with usergroup permissions and the built in promotions system.

Basically you make a new usergroup with permission to post in Forum X.

Then you setup a "promotion" to promote anyone with 5 posts or more to that usergroup.
