Hello I'm working on a friends forums, and I made it that way that sectionals (regular Moderator) can only ban via the infractions system, but they are still able to enter the modcp when doing XXXXXXXX.com/modcp so is it possible to make it that way so they can't view banned users and the ban user?

If I understand you correctly, you do not wish for the banning options to be accessible via ModCP -- if I am correct in saying so, you could remove the option from the cp itself (Thus, they have no way to do so).

Yes your correct Randy, I want them to ban via the infractions system I don't want them to view the banlist and ban user. Any ideas on how to do this?
