[Help] Help me with the JavaScript

I have got a JS code to make an topup notice with close button.
When I added it into my footer template, It show on well. But I can't click close button, nothing's happened. Please check this code and help me to correct it.

Can you help me with that code? when I tried with the html file it worked, but when add it into template it didn't.
Please help me fix that code
