Change Default Publishing Options

I know there is no easy way of changing the default settings in the CMS Publishing Options. I figured this stuff was set in the editor template, but in changing values from 0 to 1 and vice versa is doesn't affect the defaults.

Has anyone found a way of changing these settings?
