How can you create a achievement system

Hello everyone I would like to know if it is possible to create a achievement system for vBulletin 4. visit flippingplanet.com for more information about what I mean and click on a profile and scroll to the bottom left. I would like to create something that will give the user something to look for. Example if they post 20 post they get an achievement etc..
