I have made a couple of skins using nothing but stylevar adjustments and a whole lot of CSS magic. (Well one has a few graphics)
Which leads to the question, do the mods I have running come down in the xml sheet? Or do I just point the user to the mods and let them install them?

You would have to point the user to the modifications. All of the modified templates though (the edits you made) should be intact though
