Is there any way to close regsitration for a certain number of IPs or a country.

Not by default. You will need a custom mod for that.

Better yet, don't even give them any bandwidth to try and register! Take a look at Zb Block - Stop Spam & 'bots @ Server You can block off entire countries you're not interested in having frequent your forum.(i.e. China, North Korea, etc.)
