Split-Screen Video Live Stream or/and recorder

I don't know if this is possible with Vbulletin, but I want to integrate a feature where members can be in a split-screen video session, and the rest of the members could see it. Kind of like in http://www.ecamm.com/mac/callrecorder/faq.html

And I was wondering if you can record it.

I know I'm asking for a lot, but please let me know if you can do this.
