Older users permission?

A member just brought up a problem to me, and I'm not sure how to fix it, apparently (according to this user, havent heard back from other "senior" members yet) he cant see certain things on the site, specifically, the ability to rate cms articles, the ability to comment on articles, and the ability to view recent plug ins, I know newer members can do all this, and Im not sure if this guy cant because he was a member before the plug ins were installed or what, Ive checked all the permissions and this user is just a registered user, I have registered users set to beable to access everything, and the only permissions that are censored are non registered users or users awaiting email confirmation (neither of which this user is) Why cant he see the recent plug ins, rate or comment on cms articles?

Update, user must click on article title to be transported to article page where he/she will beable to rate or comment on article. Is this a default selection? Is there a way to have "rate" or "comment" buttons on front page of CMS? Either or, this still doesnt explain why this particular user cant see a plug in everyone else can see, (its the vbpro garage, which has a tab in the navbar, he cant even see the tab????)

update again: I mustve changed something, because now no members (other than me) can see the "garage" tab, I dont believe its a plug in specific problem, because it did work, after installation. What could be causing the "garage" tab not to be visible to registered, logged on users?

Got it. admincp>settings>options>garage general settings. was just using the garage control panel before, not the one under "settings"
