How do I get something like that in vbulletin 4 where members can switch back and forth?

Create two different styles that users may choose between. The colors is just a change in an extra css file that gets changed based on what the variable "color" is set to.

There was a modification written for 3.x to do that. Take a look at it and you can probably easily upgrade it to work on 4.x
