Hi, I have understood that standard so is not possible in vbulletin allow unregistered users to browse the topics without going into them with permissions, but yet I have said it is possible through a hack, someone known that?

You can setup permissions for each forum to allow "guest" (unregistered) members to read your topics.

Why you would want a modification to do this and add an extra query to your community? I do not believer there is a such a mod.
