As far as I know only admin's can IP ban.... is there a way I can allow my mods to ban IP addresses?

That would be a dangerous idea, I'm afraid. All you would need is a rogue/dusgruntled mod to really screw things up. Better to leave it to someone you trust enough to be an Admin.
