config.php data-store cache affects style selection?

So every time I turn on this option within

Forum ROOT /includes/config.php

The menu option to switch themes / styles is completely gone. It's neither visible in the lower, left side or within user control panels.

PHP Code:

However, when I turn off this option.....

Its a bug in php 5.2.14-17 and in at least one version of php 5.3.x.

PHP Version 5.2.14 would be the reason then.....
