Can usergroups restricted from PMing answer individuals after rec'ing a PM?

Is there a way to make usergroups that have been restricted from PMing people, be allowed to PM someone once they have received a message from that person?

Example:

One usergroup (professionals) shouldn't be spammed by regular registered users. But when a professional PMs a regular user and opens a conversation with them, they should be able to reply to that. Is that possible?
