Require users to categorize its blog entry

I would like users to categorize their blog entries (just for global categories, local are off), this being compulsory, I mean a user cannot post a blog-entry if he/she has not choosen a blog-category.

Is there a way to require users to categorize their blog entry before posting ?

Thanks for the answer
