Quick reply option 4.1.1!

Hey guys, I was wondering - if Quick reply for guests can be opened? Because my forum is based on Social discussions and video discussions. Hence, I want to open Quick reply for guests. Can anyone guide me through this? I'm using vbulletin 4.1.1.

This is how it look with "Guest" point of view!!

And this is how it look with "Registered" point of view!!

I want same Quick Reply for guests as it is showing for Registered members! I read some-where that is possible? Hope you got my point!
