Special characters after upgrade!

Hello everybody!

I need some help with my forum

After upgrading all the special characters (written accents, ?, etc) are now with weird characters. I know that could be a database problem, but I don't remember how to fix the problem and I didn't find anything in the forum or google, probably because I'm stressed, cause the old hosting expire tomorrow and we had a lot of problems with the new and moving the site.

So please, help me and I will really apreciate it
