I am trying to find a simple "ticker tape" mod I can use for breaking news. This would be very much like the NOTICES function. Short of doing this. Is there a way to change the color from yellow to red in the notice area?

You can make the notices crawl. http://www.quackit.com/html/codes/html_marquee_code.cfm

Just be careful to always properly close these tags. I had a co-admin use <center> once and he forgot to close it and users complained for a week how the entire forum had gone centered!
