Can someone explain to me what this does?

Is this a user to user message system, or simply a global message which shows up for all users etc.?

The demo page is all in some other language than English and I have no idea what I'm supposed to be looking at ...

Pretty vague, although perhaps it's just me who doesn't understand it.
