Passworded forum Problem

Hi all I have a set of boards which are supposed to be passworded however, the relevant usergroups can still log in without any password. When I set up the boards I ensured they all inherited the password and all the forums show the star next to their names to show the password is enabled.

If a usergroup has full access they should still have to enter the password. Any Idea's?
