Default I can not add any new user

After upgrading from 4.0.2 to vBulletin 4.0.2 Patch Level 4 I can not add any new user. Why?
The old mebers are working normally.

Add them how? They can't register? You can't add them via the admincp? We need more details.

Meanwhile, make sure you are using all default files (no default vbulletin files should show up in the list from maintenance > diagnostics > suspect file version) and disable your modifications/plugins and see if you still have this problem.
Note: To temporarily disable the plugin system, edit includes/config.php and add this line right under <?php

I can not add them through and I AdminCP because I can not get anymore as administrator. Forum is locked. The old username and password of the members come regularly.

Did you disable plugin while upgrading ?

U can't access AdminCP @ yousite.com/admincp/index.php ?

If you have .htaccess , delete via FTP or Filemanager and try logging in..

Wait till others members can figure out the problem.

If there is no other way, backup through phpMyAdmin from CPanel, try to reinstall the forums and restore the db.

I make new users but can not login with password and user name I made.

When you did the upgrade, did you only install the patch files or did you upload the full set of files and then run the upgrade.php file? If you only uploaded the patch files, did you follow the instructions and run the single little upgrade script that was included?

i uploaded the full program and not just the pacth file and then upgrade.php

You uploaded all new files and made sure to run the install/upgrade.php file? Can you check your user table and see what size the salt field is - is is char(30) or char(3)? And no default vbulletin files show up on the list Maintenance > Diagnostics > Suspect File Version?

OK, I just read over the thread and one minute it sounds like you are saying you can't even get into the admincp, and then it sounds like you can. So, let's restate exactly what the problem is.

Can you register a new user using the Register User button on the forum home page? Can you then log in as that user?

Can you register a new user from the admincp? And can you then log in as that user?

Are you getting any errors on the screen? Can you please look in your error_logs (if you don't know where they are, ask your host) and see if there is anything in there at the time you are trying to do one of the above actions.
