i have Arabic language ( windows-1256 ) in my forum , when someone login to the forum the Redirecting page appears like a scrambled writing

when i checked on this page i discovered that the encoding changed to utf-8 only on this page

i tried to edit " STANDARD_REDIRECT " template but i didnt figure it out yet

anyone can help me with this please?
