Why a presales and a chat forum, when vb.com already has this?

Why don't you just link those forums to the forums with the same topic on vb.com ? |

Pre-sales here isn't usually just about the default vbulletin product. Usually users are asking about if there is a mod that they can add that will do X or Y. Since modifications aren't discussed over on vb.com, then this is the correct site for those questions.

... and 99% of the time, when someone ask if a mod or a hack exists for their site, they are asked to follow the steps to be approved, or they are locked down... yeaph, we know it.

Unlicensed users cannot post in most forums here. They can post in pre-sales, the lounge forum, and, I think, the vb.org feedback forum.

There are actually many users who are only registered on one or the other of these forums (.com or .org). So you can't really have just one Chat forum between the two sites.

Personally, I don't like .org either. This isn't really an organization. I don't like misuse of the .org and I think vB.com & vB.org should merge as there's no reason to have two official sites.
