Edit Forum Rules background

I just noticed that the bg for the forum rules is black and since I normally have that text as black it's impossible to read. I changed the text to red but I would prefer it black. How do I change the bg of the forum rules section? According to firebug it says the stylevar is block row but I changed that bg and it didn't affect the color yet when I changed the block row font color it changed.

I'm including a screenshot to show what I'm talking about.
