Whenever I have plug ins enabled, private.php is not working, etc.

That list just shows us that you have a ton of modified files. All we can say to that is upload the original files and see if then private.php works. Or, disabled all your products AND plugins, see if private.php works, then turn them on one-by-one and test if private.php works afterwards and figure out which mod is breaking the script.
