Button to temporary ban author of post and the user reporting it?

Hi all, what i need is to add a button to every post (better if its in the user info area of the postbit - im using legacy) that when clicked by a user it temporary bans the author of the post in which it was clicked and temporary bans the person that clicked the button and then either PM's all staff or posts to the staff forum.

The reason i need this is to prevent my users (age group 13 to 18) from suffering bullying or sexual harassment, the reason why i want both temporary banned is so that users dont click the button just to be vindictive to people they don't like, so they both suffer the same fate until we investigate.

naturally all users that can_moderate should be exempt from being banned....etc

Can anyone help?
