Phrase Manager & Registration Email (welcomemail)

So, I am trying to alter the text of the email that is sent when an administrator activates a user account. I have navigated to Language & Phrases > Phrase Manager > Email Body Text > welcomemail [edit]. I then changed the translation field to reflect the message that I intend to send.

Yet, no matter how many times I test it, I am still getting the default text--not the translation.

What am I doing wrong?
