Admin control panel index redirecting

Hey there,

I want to make is possible when user number X log's in to the ACP [and he has permissions] than he will be redirected to the page where admins can edit users [/admincp/user.php?do=modify] and when he gets into this page he wont see the navigation menu.

Thank you very much, and I am sorry for my bad english.
