Notification Popup for every user - possible?

Hello,

I have been searching and searching for something that would allow me to do a lightbox-style popup for every user (on a one-time basis). Would be nice for it to pull from 'Notices' or something like that, but I would really like it to be custom HTML so that it will look nice.

The purpose: I want all users to adhere to a stricter guideline in regards to forum posting so that unprofessional posts are at a minimum. The best case scenario would be to have a system that would 'set a flag' for each user to either say they saw the popup (1) or did not see the popup (0). That way I could reset it and force them to see the popup again
