Limit a specific user or usergroup to "X" characters per post ?

Hi, I'm looking for a mod that will allow an admin, to set a per post, character limit, for a specific user, or user group (either one is fine). Looked around and my searches aren't turning up anything, I know vB itself has a limiter you can enable but it does it for everyone AFAIK. Thanks in advance.
