Problem with some special characters

I recently have had a issue with special characters.

For example % show up as:

50&#37

Any ideas what could be causing this?

If you use the "enhanced editing" interface it works as expected.

It might have something to do with your character set in language settings and what your database is set to but I don't know the details. I don't know why it would be a recent issue unless php or mysql was recently upgraded on your server.
