I have a forum thats on vb 4.0.6 patch 1

Now for some reason the time is out by -7 hours............I dunno if its a VB problem or a hosting problem

can anyone please confirm this

Its not a vB problem its a hosting or configuration issue.

How? You didn't even give us a link. Interesting though - how the heck do you check your server's time assuming you don't have shell access? I see nothing in cpanel.
