Help! Clear Banned Users IP

I had a really obnoxious person keep getting in so I banned a bunch of IP's. I cleared them out of the ban IP window but now people are emailing me that they can't get in

HELP !!

I always use the htaccess to ban IP's this way it's easier to remove them from list instead of system. Did you removed the ban from the lists?
