Blog? Built in or no? & idea. Need recommendation

I know this is a stupid question, but I have been searching and can't find anything. I have 4.0.5 does it have a built in blog?

I want to make a blog section for people that want to blog and post pics etc.

I also want to make a "ways to waste time at work" section. So what can I do to make different sections for jokes,pictures and stuff like that, that a thread on the forum?
Also with a shortcut on the navi bar

Never used wordpress, is that online only? Any tutorials?
So can I upgrade to suite version? What else would I get besides the blog?

I've been using Wordpress for a few years, but we're looking to move towards the CMS Suite.

most servers offer it as an easy instillation addon in their website templates
