Anybody know any MOD to realize 4.x Vbulletin popup windows?

I saw an example: http://www.awesomepopup.com/
This effect is possible in VB?

popups are just as annoying as spam...if there is no mod for
it, then hire someone, anything can be done with code
these days within reason. I am not sure why this can
not be done...
