I want to make it so that a certain domain is not able to be posted.

say for instance if someone links to www.google.com i want it to go to something i specify or something like a censored word www.*****.com

I have been searching and can't find.

Use the Censor List in the vBulletin Options of your acp.
just put www.domainyouwanttoban.com in there
